The Solid Waste Section has four different branches.
The Permitting Branch is responsible for reviewing permit applications for all solid waste management facilities. We hold public meetings and hearings, respond to citizen’s questions, modify permits as needed and issue post-closure permits for closed facilities. We also conduct waste characterization reviews to determine proper management practices like beneficial reuse and providing fill material for building sites.
The
Field Operations Branch is responsible for compliance and enforcement. Staff in seven regional offices ensure that solid waste rules and regulations are being followed through regular inspections as well as investigations of illegal waste disposal. We also provide technical assistance for operations and training, waste reduction and recycling.
The Composting and Land Application Branch regulates septage management, solid waste composting and the reuse of some solid wastes through land application. The branch permits septage management firms, land application sites and detention or treatment facilities. They also develop laws and rules and provide technical assistance. For solid waste composters, we permit facilities, oversee demonstration projects and approve yard waste notification requests. We also develop laws and rules and provide technical assistance.
The Planning and Program Management Branch regulates the management of special wastes like white goods (large appliance), scrap tires and medical waste products. One hundred counties report their waste activities to this branch, which compiles and analyzes the data to detect trends in waste management. The data is used to create an annual report and forms the basis for North Carolina’s 10-year plan and other efforts undertaken by the section. Increasing the amount of community involvement and enhancing the public participation process is one of this section’s primary goals.
