Public Notice of Proposed Remedial Action Plan and Public Comment Period
For the Former Durham Manufactured Gas Plant Site

(919) 733-2178The North Carolina Division of Waste Management is inviting public comment on a proposed Remedial Action Plan (RAP) for the former Durham Manufactured Gas Plant (MGP) site. The former Durham MGP site is located in the City of Durham between Gilbert Street and Mallard Avenue. The purpose of this RAP is to address the environmental contamination caused by the operation of the MGP. A summary of the RAP is provided at the end of this notice.
The 30-day public comment period will begin on January 30, 2005 and will run through March 1, 2005. All comments received during the public comment period will be considered in the decision-making process regarding this proposed RAP.
The proposed RAP consists of one 3 ring binder and is available for public inspection at the following locations during normal business hours:

Summary of the Remedial Action Plan for the former Durham MGP:
Operation of the former Durham MGP resulted in adverse environmental impacts to the soil and groundwater around the area of the MGP facility. The remedy proposed in the RAP for the contaminated soil involves excavation of the impacted soil and shipment offsite for thermal treatment and/or disposal. The proposed remedy in the RAP for the contaminated groundwater includes removal of source material (i.e. contaminated soil) combined with supplementing backfill material below the water table with an oxidant product to promote the chemical breakdown of contaminants in the groundwater.
