COMMENTS REQUESTED
The Section is taking comments to clarify Section .0300 in Chapter 13 of the North Carolina Administrative Code. These rules define and establish criteria for facilities that receive, treat or process wastes for recycling, reclaiming or final disposal. The intent is to address facilities that primarily receive organic waste to be treated or processed for recycling or reuse in soil or agricultural uses. Facilities that receive inert debris or construction and demolition waste and reuse a portion of the waste are also included.

SOLID WASTE MANAGEMENT ANNUAL REPORTS
This year’s annual reporting process is underway. Local government reporting forms are being delivered to county officials. By state statute, each unit of local government reports to the Department on the solid waste programs and waste reduction activities within the unit of local government. Completed forms are due to your regional Solid Waste Management Specialist by August 15th.
The North Carolina Solid Waste Management Annual Report for Fiscal Year 2000/2001 covers the reporting period from July 1, 2000 to June 30, 2001. The report is based on the data on these forms. The new report will be available February 2002 on the Solid Waste Section web page.
NEW LEGISLATION
Several bills introduced during the 2001 session of the General Assembly effect solid waste management in North Carolina. Among the bills introduced are: House Bill 1158 (Senate 953) to prohibit the disposal of corrugated cardboard, clean wood waste and wooden pallets in landfills; House Bill 1019 (Senate 873) to amend the septage management program; House Bill 1215 (Senate 783) to extend the sunset for demolition debris landfills and House Bill 1157 (Senate 972) on scrap tire amendments.
