EMERGING ISSUES ASSOCIATED WITH HURRICANE FLOYD

DENR's Division of Waste Management deals with solid waste, hazardous waste, superfund sites and underground storage tanks and is therefore very involved in hurricane Floyd recovery efforts. Previous hurricanes have produced wind damage debris ranging from construction and demolition (C & D) materials to vegetative damage. Floyd has presented the Division the opportunity to broaden recovery efforts that include massive amounts of livestock, household hazardous waste (HHW) and water damaged homes and buildings. Emerging issues include: disposal of comingled waste streams (MSW, HHW and C & D), insuring proper landfill space, estimating truck waste volume rather than weighing individual loads, loss of landfill caps, increased leachate that must be pumped and hauled off site, disposal sites for septage (toilet waste), inability of public works employees to staff sites, mobile home disposal, disposal of asbestos generated in demolition, out-of county waste, permit revisions and staffing for increased hours of facility operations. The Division is also assessing underground storage tanks, superfund sites and hazardous waste storage sites for damage and remediation. SOLID WASTE MANAGEMENT ANNUAL REPORTS

The Annual Reports are currently undergoing staff review for data entry. After the reports have been entered into a database they will be compiled into a report for general distribution. Thanks to all local governments for submitting their reports in a timely manner.

ELECTRONIC REPORTING

To streamline reporting and save resources, this year the scrap tire forms were distributed on disk. Lotus or Excel formatted disks were sent to local governments and tire processors to determine the feasibility of computer reporting. The disks will be downloaded into a spreadsheet for analysis. This will be evaluated for future expansion of electronic reporting.

NEW MAIL SYSTEM The mail service has changed for state government in Raleigh. The new Mail Service Center is the result of the consolidation of 26 mailrooms in Wake County. It's estimated that the center will save over $1 million annually. The Solid Waste Section's new address is:

The time is fast approaching for the three-year update to the ten-year solid waste management plan. Since this is the first update cycle a committee of local government representatives has been developing guidelines for submission of the updates. The goal is the create an easy to understand format that local governments can reference during budget preparations and document progress towards local and state waste reduction goals. These guidelines will be mailed to local governments or authorities that submitted an initial plan in 1997. The Updates and resolutions endorsing the update are due by July 1, 2000.
