Composting & Land Application Branch
The Composting and Land Application Branch is responsible for the septage management program and permitting solid waste compost facilities and the beneficial reuse of solid wastes through land application. The septage management program is responsible for assuring that septage (which is a fluid mixture of untreated and partially treated sewage solids, liquids and sludge of human or domestic origin which is removed from a septic tank system) is managed in a responsible, safe and consistent manner across the state. The major areas of emphasis in the septage management program are: the permitting of septage management firms, land application sites, and treatment and detention facilities; development of applicable laws and rules; and providing technical/problem solving assistance to septage management firms, the general publlic and for the Section. Solid waste composting activities include rule writing and revision, permitting compost facilities, overseeing the compost demonstration program, approving yard waste and treatment and processing notification requests and providing technical assistance. The Branch is also responsible for determining by-products that can be land applied for beneficial uses and the best management practices to be followed for each by-product to assure protection of public health and the environment.
