GUIDANCE for the PREPARATION of PERMIT APPLICATIONS
for
TRANSFER FACILITIES

The following guidance is offered to assist in the preparation of a permit application for a transfer facility in accordance with the requirements of Section .0400 of the solid waste management rules:
Rule.0401 Application Requirements
(1) Site Plan
Site plan or scale drawing showing the location of the facility, distances to waste, wells, buildings, property lines, streams. Applications for facilities with pre-engineered designs with no building would require a site plan with topographic features, contours, driveways, gates, fencing, concrete foundations/pads for equipment anchorage and scales.
An erosion control plan with approved Sedimentation and Erosion letter from Land Quality is required.
Operation Plan
The operations plan should include a discussion of compliance with the operational requirements of Rule .0402 and the following:
- A discussion of the facility's proposed policy regarding the acceptance of special wastes, animal carcasses, sludges, etc. The acceptance of these waste types could create problems, and certain wastes may require special handling or many have to be prohibited altogether (e.g. asbestos). The effect on the community should be considered when certain waste types are banned from acceptance at these facilities, and alternatives should be made available if possible. For example, if hatchery waste or animal carcasses are not to be accepted at a transfer facility, there should be guidance offered to the public regarding proper disposal. Consideration should be given to industrial wastes and whether or not they should be delivered directly to the disposal facility instead of to a transfer facility. The local government applying for approval to transfer waste should demonstrate that they have considered all these types of issues that are pertinent to their jurisdiction.
- In the operational plan, special attention should be given to site clean-up/policing, unless catch fences are erected around or near the truck discharge hopper and transfer trailer/compactor coupling area.
- A discussion concerning the management of wash down water at the facility i.e. will the floor drains be connected to the local sanitary sewer system or will all liquids generated by the facility be captured/held in a holding tank and pumped and hauled to a local wastewater treatment plant.
Applications for pre-engineered facilities shall address areas under and around the truck discharge area and transfer trailer/compactor coupling area for liquid discharges. Based on experience with these facilities, liquids from the waste (which can be significant during wet weather events) will discharge from the trailer and 40 yard box when the compaction ram is disengaged. Drains in these areas will perform fine with the resulting liquids and wash water (as necessary) flowing to a holding tank for transport to a wastewater treatment plant.- The site shall be adequately secured by means of gates, berms, fences, and other security measures to prevent unauthorized entry. The access road shall be all-weather construction and maintained in good condition. Dust control measures shall be implemented where necessary. Signs shall be posted providing information on hours of operation for public use, the permit number and other pertinent information shall be posted at site entrance Traffic signs or markers shall be provided as necessary to promote an orderly traffic pattern.
Rule.0401(2) An approval letter from the unit of local government having zoning authority over the area where the facility is to located, stating that the proposed facility meets all the requirements of the local zoning ordinance, or that the site is not zoned.
